Preheat your oven to 350°F (175°C). Line your cake pan with parchment paper for easy release after baking.
In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add eggs, milk, oil, and vanilla extract to the dry ingredients, and mix until combined.
Carefully pour in the boiling water or hot coffee, and stir until the mixture is uniform and silky. The batter may be thinner than other cake batters—that's normal.
Pour the batter into the prepared cake pan. If using chocolate chips, sprinkle them evenly on top.
Bake in the preheated oven for 30-35 minutes for a 9x13 pan, or 25-30 minutes for round cake pans. Check for doneness with a toothpick inserted into the center—it should come out clean.
